About PALLAS:

The Foundation Preparation Pallas-reactor (PALLAS) is designing and building a multifunctional reactor for the production of (medical) isotopes and for conducting nuclear technological research. This reactor will replace the current High Flux Reactor (HFR) in Petten (NL) to guarantee the security of supply for millions of patients worldwide.

PALLAS wants to build its future together with Foundation NRG (NRG). They both have the ambition to continue and enforce the Dutch position as a worldwide top producer of radiopharmaceuticals in Petten, 50km north of Amsterdam in the Netherlands. They are doing this with the realisation of the FIELD-LAB (a research facility for the development of new medicines), the new PALLAS-reactor and the Nuclear Health Centre (a new production facility for processing therapeutic isotopes). The diagnosis market remains a spearhead, but the focus will mainly be on innovations and expanding the production chain for therapeutic isotopes. Through the collaboration with various national and international university hospitals and knowledge institutions, Petten is to become a breeding ground in Europe for new nuclear medicine. This results in new treatments that can help implement customised patient therapy.

PROCUREMENT OFFICER

The Procurement Officer will have a focus on the role of tender process lead. They will assess the contractors, suppliers, providers and sellers depending on factors like price, capability, provisions, safety, security, accessibility, durability, services and purchases of products and services from them (pre-qualification).

This job is a full-time (40 hours per week) or part-time (32-36 hours per week) position. The Procurement Officer will report to the Contracts and Procurement Manager.

Activities

As a Procurement Officer, you:

o function as the key contact in our collaboration with the contractors, ensuring alignment with all involved parties;

o uphold information with respect to the company purchasing or procurement strategies, programmes and events;

o follow and enforce the company’s procurement policies and procedures;
o research and evaluate prospective suppliers. This includes reviewing, comparing, analyzing, and approving products and services to be purchased;
o maintain and update supplier information such as qualifications, delivery times, productranges, etc.;
o maintain good supplier relations and negotiate contracts. This includes preparing budgets, cost analyses, and reports; collaborate with the contributing organisations and vendors, clearing all the queries on the support of documents and providing the documents at the right time;

o formulate different purchasing strategies and programmes with the contractors and suppliers;
o uphold the documented procurement books, files and reports and preserve the documented records of all the vital and key dates;
o interact with the staff members about various agreement issues, doubts and queries;
o interact with the contractors and serviceproviders, reach conclusions and uphold the purchasing plans, standard rules and regulations of the Contracts and Procurement organisation;
o administer, manage, handle and direct the important measures adopted for executing the purchasing methods and procedures;
o update on a regular basis the active and present purchasing styles and uphold the purchasing processes as per the policies and modulatory regulations of the business;
o comprehend the requirements of the company and handle the contractors and suppliers accordingly; o update the status of the products and services and investigate the domestic and global providers(Qualified Supplier List (QSL)) to the organisation in order to decide as to what should be procured;
o recognise potential procurement and buy business possibilities and maintain agreement with the plans and regulations of the organisation.

CANDIDATE PROFILE

We are looking for a Procurement Officer, located in the Netherlands, who:

o has a degree inlaw, accounting, business management or a similar field;
o has at least 10 years of experience in Contract and/or Procurement and Contractor Management or in a similar position;
o is proficient in Microsoft Office and purchasing software;
o has in-depth knowledge of European procurement and tendering laws;
o has working knowledge of the primary contract types (e.g. FIDIC, LOGIC, CRINE, ARVODI, BIMCO etc)and the ability to develop bespoke contracts when needed;
o has knowledge of Expressions of Interest (EOI), Pre-Qualification Questionnaires (PQQ), Contract

Information Forms (CIF), Notice To Proceed (NTP), etc;
o has knowledge of European and Dutch procurement and tendering laws and familiarity with the TenderNed / Negometrix platform for public tendering facility;
o has strong communication and negotiation skills;
o has good analytical and strategic thinking skills and pays attention to detail;
o is a good presenter – able to synthesise findings, develop recommendations, and translate these into compelling and structured presentations.
Languages: English (fluently spoken and written). Dutch and/or Spanish are an asset.

The Technical Director reports to the CEO and is responsible for the development and implementation of technical and engineering strategies. This includes the development, implementation, and assurance of all technical, engineering, project and asset integrity (maintenance & inspection) management activities.

He/she is responsible for technical interfaces with external stakeholders and regulatory bodies.

He/she leads the Technical Directorate which will consist of three departments (‘pillars’) namely, Projects, Engineering & Asset Integrity Management each led by a senior manager.

The Technical Director is accountable for the quality, cost and timely delivery of technical and engineering services including:

  1. Development & implementation of ‘fit for purpose’, corporate-wide engineering and technical strategy that is consistent with industry good practice, supports regulatory compliance and facilitates aspired corporate performance
  2. Working closely with the Leadership Team to support business development opportunities and activities including the timely assessment and implementation of customer opportunities and, the due diligence and subsequent incorporation of asset acquisition targets
  3. Management of the three Technical departments with the following key responsibilities:
    1. Project Realization; development and delivery of new capital investment and extra-ordinary maintenance projects
    1. Engineering Services; provision of fit for purpose technical and engineering services to projects, maintenance, operations and HSEQ.
    1. Asset Integrity; establishment of robust, effective and efficient asset integrity management processes. This  includes the management and delivery of technical inspection and assurance.
  4. Technical due diligence; provide fit for purpose technical due diligence on potential business acquisition targets (assessing operability, integrity and cost risks)
  5. Establishing and maintaining engineering and technical standards, ensuring that these are consistently applied across the company and are in line with regulatory requirements and industry good practice
  6. Monitoring and managing the performance of engineering, technical services  and construction contractor performance to ensure that the organization receives cost effective fit for purpose service provision
  7. Technical approval of materials and equipment suppliers

Qualifications / knowledge / experience

  1. Chartered Engineer with a masters degree; circa 15 – 20 years in petrochemical / oil & gas industry including experience of the terminal storage and logistics business
  2. Senior management / leadership experience within an owner operator organisation with direct responsibility for business process development and implementation and bottom-line performance delivery (projects and maintenance)
  3. Demonstrable experience of major capital project development and delivery including industry good practice of integrated project management systems
  4. Oil / energy industry asset integrity management and process safety requirements
  5. Leadership experience of working within a dynamic and changing business environment with a demonstrable record of instigating and successfully implementing / embedding performance enhancing organisational change
  6. Communication in Dutch and English written and spoken
  7. Extensive knowledge of financial concepts, models and the process of investment proposals
  8. Strong leadership and project management skills; priorities, deadlines, Multi-tasking

Engineering support to Koole activities (i.e. projects, maintenance , HSEQ) is currently primarily provided on an ‘as required’ activity basis by short-term contact hire or third party engineering service companies. The newly created ‘Engineering Manager’ position will be responsible for established and maintaining Koole’s engineering codes and standards, best practices and procedures.

The Engineering Manager will lead a team of internal discipline engineers complimented by external engineering companies. He / she will be responsible for establishing the competence and capability of all engineering providers.

The Engineering Manager reports to the Technical Director and is responsible for providing engineering and technical support to project development and asset operations, including:

  • Establishing and assuring the application of engineering codes and standards.
  • Developing and maintaining manual of technical authorities.
  • Establishing and assuring the systems and processes to maintain engineering records.
  • Assuring the requisite capabilities to maintain Koole’s technical knowledge.

  • Prequalification and management of external engineering support contractors.

Taken:

De Maintenance Consultant maakt deel uit van een team van specialisten op het gebied van optimalisatie van luchtgekoelde warmtewisselaars. Hij/zij wordt in- en extern verder vak-specialistisch opgeleid. De consultant is medeverantwoordelijk voor de mechanische en proces technische oplossingen die aan de internationale opdrachtgevers binnen de industrie / petrochemie worden aangeboden. Op aanvraag van de opdrachtgever wordt de Maintenance Consultant als eerste naar de (internationaal gesitueerde) klant gestuurd om de (proces)technische problemen te inventariseren en in samenwerking met het team van de klant tot een werkbare oplossing te komen. Profiel:
