Koole is an international storage company providing logistics solutions. Handling the entire logistics chain for its customers, the company has  major storage facilities sited strategically at six locations in the Netherlands, two in the UK and one in Poland.

With a total capacity over 4,100,000 cubic meters, its facilities allow the handling of a highly diversified base of products, including edible and vegetable oils, base oils, oleochemicals, chemicals, biodiesel, liquid agricultural products, fuel oil, middle distillates and gasoline.

Koole also provides a wide range of ancillary services, including blending, mixing, heating, temperature control and quality control. Koole further has a PID facility in Rotterdam that provides independent distillation services to the petrochemical industry. Its automation system for coordinating the flow of goods is custom-built to precisely meet the needs of the business.

Koole has customer from over the entire world, but mainly West-Europe, Asia and North- and South-Amerika.

Ensuring that future projects and acquisitions are quickly and effectively integrated into a robust and regulatory compliant operating structure is a business critical objective.

Koole wishes to establish a stronger internal engineering capability and greater oversight and control over externally provided engineering services and is therefore looking for an Engineering Manager.

Engineering support to Koole activities (i.e. projects, maintenance , HSEQ) is currently primarily provided on an ‘as required’ activity basis by short-term contact hire or third party engineering service companies. The newly created ‘Engineering Manager’ position will be responsible for established and maintaining Koole’s engineering codes and standards, best practices and procedures.

The Engineering Manager will lead a team of internal discipline engineers complimented by external engineering companies. He / she will be responsible for establishing the competence and capability of all engineering providers.

The Engineering Manager reports to the Technical Director and is responsible for providing engineering and technical support to project development and asset operations, including:

  • Establishing and assuring the application of engineering codes and standards.
  • Developing and maintaining manual of technical authorities.
  • Establishing and assuring the systems and processes to maintain engineering records.
  • Assuring the requisite capabilities to maintain Koole’s technical knowledge.
  • Provision of all discipline engineering services  i.e. process, automation, mechanical, civil, electrical, instrumentation etc. to projects, terminals and central functions (e.g. HSEQ).
  • Prequalification and management of external engineering support contractors.
  • Assuring the competence and capabilities of engineering personnel.
  • Quality, schedule and cost-effectiveness of engineering service delivery.
  • Accountability for safety in development, planning and execution of technical work.
  • Business and Team Leadership; being a role model in the promotion of corporate values, behaviours, communication and team leadership.

Competences / leadership

The encumbent should:

  • Have the theoretical knowledge to solve problems in new technologies and develop new analytical techniques.
    • Demonstrate successful application of the knowledge to deliver innovative products and services and/or take technical responsibility for complex engineering systems.
    • Have skill sets necessary to develop other technical staff.
    • Have effective interpersonal skills in communicating technical matters.
    • Embrace and work to enhance both occupational and technical safety
  • Team Leadership, effective communication and excellent performance management / coaching skills are considered essential.
  • Working collaboratively with internal and external stakeholders to achieve corporate goals and objectives

Qualifications / knowledge / experience

  • Chartered Engineer with Masters degree having circa 10 to 15 years of experience in petrochemical / oil & gas industry.
  • Engineering management experience within an EPC and /or owner operator organisation.
  • Oil / energy industry asset integrity management, process safety & regulatory requirements, industry guidelines & best  practices for the terminal and storage business.
  • Communication in Dutch and English written and spoken.
  • Strong leadership and project management skills; priorities, deadlines, multi-tasking.
  • Customer and result oriented with focus on safety and timeliness.
  • Independent, self-starter and analytical.
  • And further: energy, humor, relativity and decisiveness.
