(Lead) Project Development Engineer – Standic – Dordrecht/Antwerpen

Het bedrijf heeft internationale aspiraties en is zeer ondernemend; in Antwerpen is twee jaar geleden de terminal in operatie genomen, Fase II is volop aan de gang en wordt opgeleverd medio 2024; de start van de bouw van fase III is in Q4 2024 waarvan de oplevering eind 2025 is gepland. In totaal leidt dit tot een opslagcapaciteit van 250.000 m3. In Dordrecht vindt de voorbereiding plaats voor het bouwen op twee tankputten, met daarmee een toename in capaciteit van 66.000 m3. De ambitie is om in de komende jaren verder door te groeien.

Om deze groei te bestendigen is Standic op zoek naar een

PROJECT DEVELOPMENT ENGINEER

De Project Development Engineer is actief in een klein hecht team waar de basis het hoofdkantoor in Dordrecht is. De start zal zijn als rechterhand van de huidige Lead Project Engineer om op de middellange termijn naar deze Lead functie toe te groeien. Het vertalen en bewaken van de “Standic Filosofie” is daarbij de belangrijkste opdracht.

Taken:
De Project Development Engineer maakt deel uit van een multidisciplinair projectteam. Taken zijn in de eerste plaats het vertalen van commerciële kansen naar technische oplossingen, pre-engineering, ontwerp (basic & detail) en budgetbepaling. Richt zich op de technische uitwerking en process engineering van de projecten in samenwerking met diverse externe engineeringspartners en stakeholders binnen Standic. Werkt mee aan het totaalontwerp van de installaties en is daarbij in nauw contact met verschillende leveranciers om zo de meest geschikte en economische oplossing uit te werken. Na de contractfase actief in (detail)opvolging en borging van kwaliteit.
Betrokken in het vertalen van commerciële ideeën naar werkbare concepten en prefeasibility studies, het assisteren in verkrijgen van de benodigde vergunningen en deelnemen aan Hazop’s.

Profiel:

  • Bachelor/masterdiploma in werktuigbouwkunde, procestechniek, civiele techniek (NL)/bouwkunde (België) of vergelijkbare discipline
  • Minimaal 6 jaar ervaring, bij voorkeur binnen tankopslag of de chemische procesindustrie vanuit een multidisciplinaire blik
  • Pré: operationele ervaring en veiligheidskunde
  • Makkelijk communicerend met verschillende stakeholders en kan autonoom te werken als in een team;
  • Gericht op kwaliteit in combinatie met een nuchter pragmatisme

 Senior Portfolio Analyst, 

he/she will be providing the project managers with the right tools to estimate, control and report on their projects. Guiding the management in prioritizing projects with the biggest impact on their global sustainability, digitization and other strategic goals.

Tasks
The Portfolio Analyst will be embarking on a multi-year program in which he/she will be asked to elevate how Stolthaven prepares and manages its capex. Starting with budgeting and cost estimating through project control, forecasting, dashboarding, portfolio management, close out and all other related activities. Part of the responsibilities will be to identify with their internal stakeholders (accounting, BT, project managers and others) what systems are required and implement these.

The Portfolio Analyst will be working with a range of internal stakeholders in their HQ in Rotterdam as well as within their terminals. Typically, the Analyst will have a background in costs estimating, cost control, project control, project management or similar. Hands-on and willing to make own analysis and sometimes review relevant details. Having the ability to prepare clear communication and (training) documents.

Key Responsibilities

  • Develop a comprehensive set of functional requirements for any system(s) supporting the portfolio management.
  • Develop training materials and execute training for Project Managers, Finance Managers and other stakeholders.
  • Prepare a comprehensive set of dashboards, reports, and other tools to allow Project Managers to control their projects efficiently and provide management insight in the portfolio.
  • Work with the finance function to establish an efficient (automated) monthly routine of cashflow forecasting.
  • Optimize the yearly capex forecasting & budgeting process.
  • Work with the various business stakeholders to establish yearly target budgets and Key Performance Indicators for the various maintenance and modernization capex programs.
  • Establish a governance structure for approval of new projects and programs & alignment of cost estimating and cost control systems, processes and templates with processes and procedures

Qualifications

  • MSc or BSc.
  • At least 4 years of relevant experience in costs estimating, cost control, project control, project management or similar
  • Proven project management skills in a changing technical environment.
  • Financial background with affinity to learn the technical side or vice versa.
  • Experience in aligning stakeholders from sites, projects and projects steering committees.
  • Some experience in the terminal/logistics/maritime sector.
  • Ability to work in a multicultural environment.

Conditions

  • Salary up to eu. 80.000,- per year.

REGIONAL MANAGER E&I

Directly reporting to the Asset & Engineering Director ARA the Regional Manager E&I is responsible for:

  • Front end engineering and design for (new projects)
  • Feasibility studies
  • Develop, implement and improve the strategic plan for LBC Tank Terminals in the field of Electrical & Instrumentation. Identify required changes within the business to maximize the value of technology and create of long term plan for implementation.
  • Contract management for engineering and installation projects for E&I (together with Procurement).
  • Develop, launch and embed engineering standards on E&I in the three LBC ARA Terminals.
  • Ensures compliance of all electrical equipment with ATEX relevant standards.
  • Quality assurance regarding E&I.
  • Active role at HAZOP studies.
  • Familiar with risk assessment technique and with SIL loop calculations.
  • Support local terminal teams in knowledge sharing and trouble shooting.
  • Manage and oversee activities of two Supervisors E&I.

Profile:

  • Bachelor / academic degree in Electrical Engineering or similar;
  • Minimum of 5 years relevant working experience as a Lead (project) Engineer E&I, Manager E&I, or similar, preferably in the (petro)chemical or tank storage industry;

PROJECT PORTFOLIO MANAGER

The Project Portfolio Manager reports hierarchically to the European Assets and Engineering Director with a functional line to the Rotterdam Terminal Manager. This is a critical role in the Rotterdam MT, responsible for:

  • Evaluating requests for proposals from new customers and/or for new products for suitability with the existing infrastructure and to define projects and budgets for adaptations to the infrastructure
  • (Manage the) Execution of a portfolio of capital projects, which could be commercial capex, maintenance capex, margin improvement capex projects or expansion capex projects
  • Manage a technical team appr. 15 professionals, e.g. project managers, engineers, field supervisors, safety inspectors, QA/QC inspectors, etc.
  • Ensuring compliance with LBC project management standards, policies and procedures
  • Following up and keeping records of Portfolio KPI’s
  • Providing steering committee reporting
  • Cooperating with the purchasing manager and presenting tender board proposals
  • Managing the Portfolio financials, internal resources and contractor’s execution teams
  • Strategy deployment and priorities

Profile candidate:

  • At least 10 years of experience in tank terminals/storage industry or the (petro)chemical industry, in a similar role
  • Technical / chemistry/ engineering degree at University level
  • Proven track record in leading a technical team

Alkion Terminals owns and operates a network of 10 tank terminals, strategically located in the Netherlands, France, Spain, Portugal and Italy. The Alkion terminal in Amsterdam (ATA) is located in the harbor in of Amsterdam on the North Sea Channel. ATA has a wide variety of tanks divided across three tank pits, with a total storage capacity of 74,000 cubic meters.
