About PALLAS:
The Foundation Preparation Pallas-reactor (PALLAS) is designing and building a multifunctional reactor for the production of (medical) isotopes and for conducting nuclear technological research. This reactor will replace the current High Flux Reactor (HFR) in Petten (NL) to guarantee the security of supply for millions of patients worldwide.
PALLAS wants to build its future together with Foundation NRG (NRG). They both have the ambition to continue and enforce the Dutch position as a worldwide top producer of radiopharmaceuticals in Petten, 50km north of Amsterdam in the Netherlands. They are doing this with the realisation of the FIELD-LAB (a research facility for the development of new medicines), the new PALLAS-reactor and the Nuclear Health Centre (a new production facility for processing therapeutic isotopes). The diagnosis market remains a spearhead, but the focus will mainly be on innovations and expanding the production chain for therapeutic isotopes. Through the collaboration with various national and international university hospitals and knowledge institutions, Petten is to become a breeding ground in Europe for new nuclear medicine. This results in new treatments that can help implement customised patient therapy.

PROCUREMENT OFFICER
The Procurement Officer will have a focus on the role of tender process lead. They will assess the contractors, suppliers, providers and sellers depending on factors like price, capability, provisions, safety, security, accessibility, durability, services and purchases of products and services from them (pre-qualification).
This job is a full-time (40 hours per week) or part-time (32-36 hours per week) position. The Procurement Officer will report to the Contracts and Procurement Manager.
Activities
As a Procurement Officer, you:
o function as the key contact in our collaboration with the contractors, ensuring alignment with all involved parties;
o uphold information with respect to the company purchasing or procurement strategies, programmes and events;
o follow and enforce the company’s procurement policies and procedures;
o research and evaluate prospective suppliers. This includes reviewing, comparing, analyzing, and approving products and services to be purchased;
o maintain and update supplier information such as qualifications, delivery times, productranges, etc.;
o maintain good supplier relations and negotiate contracts. This includes preparing budgets, cost analyses, and reports; collaborate with the contributing organisations and vendors, clearing all the queries on the support of documents and providing the documents at the right time;
o formulate different purchasing strategies and programmes with the contractors and suppliers;
o uphold the documented procurement books, files and reports and preserve the documented records of all the vital and key dates;
o interact with the staff members about various agreement issues, doubts and queries;
o interact with the contractors and serviceproviders, reach conclusions and uphold the purchasing plans, standard rules and regulations of the Contracts and Procurement organisation;
o administer, manage, handle and direct the important measures adopted for executing the purchasing methods and procedures;
o update on a regular basis the active and present purchasing styles and uphold the purchasing processes as per the policies and modulatory regulations of the business;
o comprehend the requirements of the company and handle the contractors and suppliers accordingly; o update the status of the products and services and investigate the domestic and global providers(Qualified Supplier List (QSL)) to the organisation in order to decide as to what should be procured;
o recognise potential procurement and buy business possibilities and maintain agreement with the plans and regulations of the organisation.

CANDIDATE PROFILE
We are looking for a Procurement Officer, located in the Netherlands, who:
o has a degree inlaw, accounting, business management or a similar field;
o has at least 10 years of experience in Contract and/or Procurement and Contractor Management or in a similar position;
o is proficient in Microsoft Office and purchasing software;
o has in-depth knowledge of European procurement and tendering laws;
o has working knowledge of the primary contract types (e.g. FIDIC, LOGIC, CRINE, ARVODI, BIMCO etc)and the ability to develop bespoke contracts when needed;
o has knowledge of Expressions of Interest (EOI), Pre-Qualification Questionnaires (PQQ), Contract
Information Forms (CIF), Notice To Proceed (NTP), etc;
o has knowledge of European and Dutch procurement and tendering laws and familiarity with the TenderNed / Negometrix platform for public tendering facility;
o has strong communication and negotiation skills;
o has good analytical and strategic thinking skills and pays attention to detail;
o is a good presenter – able to synthesise findings, develop recommendations, and translate these into compelling and structured presentations.
Languages: English (fluently spoken and written). Dutch and/or Spanish are an asset.

PALLAS offers a very competitive salary, ranging from € 5.000 to € 7.700 gross per month plus holidays allowance (8%), depending on your education and experience.
